For Homeless Veterans
HACEP is proud to offer a variety of housing assistance to our nation’s heroes who served our country but have fallen on hard times. El Paso is home to Fort Bliss, one of the country’s largest military bases, has pleasant year-round temperatures, and a relatively low cost of living. Consequently, El Paso also has a relatively large number of homeless veterans. Through an innovative partnership with the El Paso Veterans Affairs Healthcare System, HACEP provides housing assistance to 185 formerly homeless veterans and their families through the following programs:
HUD-VASH Program
The Housing and Urban Development - Veterans Affairs Supportive Housing (HUD-VASH) Program provides 204 tenant-based housing choice vouchers to homeless veterans and their families.

Veteran's Lodge Shelter Plus Care Program
HACEP provides 15 units of project-based rental assistance through the Veteran's Lodge Shelter Plus Care Program. Qualified veterans and their families receive a safe and decent place to live.
