How to Apply
In order to receive housing assistance through the Housing Choice Voucher (Section 8) and Project Based Voucher program, you will need to submit an application online through the applicant portal. To submit an application, you must have a valid email address to be able to register through our application portal.
You may submit an application for any waiting list that is currently open, although some waiting lists will require you to meet certain criteria to qualify for assistance.

Housing Choice Voucher Program (Section 8)
The Housing Choice Voucher (HCV) Program provides rental assistance to low-income families to rent decent, safe and affordable housing in the private market. The Housing Choice Voucher is federally funded by the U.S. Department of Housing and Urban Development (HUD).
Families can use their vouchers to rent a house, duplex or apartment in the private market within the city of El Paso, TX. Once an eligible family receives their voucher and finds an affordable unit, HACEP pays a portion of the family’s rent each month directly to the landlord.
Similar to the Housing Choice Voucher Program, the Project-Based Voucher (PBV) program provides rental assistance to eligible, low-income families. The tenant is assigned a privately-owned unit under the Project Based Voucher Program.
Tenants pay 30% of their income for rent and utilities. HACEP enters into a long-term Housing Assistance Payments contract with the property owner to pay the remaining rent balance on behalf of the family.
