Take notice that a special joint meeting and pulic hearing of the Board of Paisano Housing Redevelopment Corporation (PHRC) and Housiing Authority of the City of El Paso, Texas (HACEP) will be conducted by videoconference and telephone participation Friday, August 7, 2020 commencing at 12:00 P.M. (Noon) to conduct a public hearing regarding Patriot Place Apartments, a proposed housing project, and Possibly Act on the Items Listed Below.

                                                                                  DUE TO EMERGENCY

The Texas Governor temporarily suspended specified provisions of the Texas Open Meetings Act to allow telephonic or videoconference meetings and to avoid congregate settings in physical locations. 

Notice is hereby given that a Special Joint Meeting and Public Hearing of the Board of Directors of Paisano Housing Redevelopment Corporation (PHRC) and the Board of Commissioners of the Housing Authority of the City of El Paso, Texas  (HACEP) will be conducted on August 7, 2020 at 12:00 PM.

In the event that Texas Governor’s Disaster Declaration (Issued March 13, 2020) is lifted or allowed to expire by the Governor prior to the date of the joint meeting, the joint meeting of the Board of Directors of Paisano Housing Redevelopment Corporation and the Board of Commissioners of the Housing Authority of the City of El Paso (HACEP) will be held at North Mountain Village Apartments, 9435 Diana Drive, El Paso, Texas 79924 at 12:00 p.m. (noon) on Friday, August 7, 2020 to hear public comments and take action to approve the construction of the Patriot Place Apartments, a low-income housing tax credit project to be located at 9500 Kenworthy Drive, El Paso, Texas 79924.    The proposed project to be discussed will consist of approximately 110 residential units.

 

1.  Call to order.

2.  Establishment of a quorum.

     Public Meeting and Hearing on Patriot Place Apartments

3.  Opening remarks by the Chairperson.

     a.  Purpose of the public meeting;
     b.  Statutory requirements;
     c.  Procedures for public comment.

4.  Presentation by staff of the proposed development – Patriot Place Apartments.

5,  Public comment, including questions and answers regarding the proposed development.

     Board of Commissioners/Directors Action Items

6.  Discussion and action by the HACEP Board of Commissioners regarding resolution approving the construction of Patriot Place Apartments, an apartment complex with approximately 110 units to be located at 9500 Kenworthy Drive, El Paso, Texas 79924; near the intersection of Diana and Kenworthy Drive.

7.   Discussion and action by the HACEP Board of Commissioners regarding resolution authorizing the allocation of project based vouchers operating subsidy without competitive process; and to authorize the allocation of not more than 186 units of Project Based Vouchers for the rehabilitation of the Robinson Apartments (and rescinding the prior resolution on this matter, Resolution No. 2495).

8.   Discussion and action to authorize the adjustment (decrease) of the GAP loan amount for the RAD Tranche 1 properties (El Paso RAD 1, 159 units):

      a)         HACEP Resolution No. 2508;

      b)         PHRC Resolution No. 178.

      Executive (Closed) Session

9.   Executive session.

The Board of Directors may go into executive session, or a closed private session, to take up any items on or related to this agenda that may be appropriately taken up in executive session pursuant to the Texas Open Meetings Act, Texas Government Code 551.071 to .076, for such matters as consultation with an attorney on a matter covered by attorney-client privilege, to confer regarding threatened or pending litigation, or to confer regarding real estate, personnel, and/or security matters that may be discussed in a closed session.   No action and no votes will be taken in any executive session.

(a)  Advice of legal counsel regarding approval of the proposed housing project. (Section 551.071)

(b)  Discussion of real estate transactions and matters.  (Section 551.072)

(c)  Discussion of pending litigation and/or matters involving the advice of legal counsel.     (Section 551.071)

This notice has been posted at the central offices of the Housing Authority, 5300 East Paisano Drive, and notice has been provided to the El Paso County Clerk more than 72 hours in advance of the above meeting, as required by chapter 551 of the Texas Government Code.
