Tom Deloye - Chief RAD Officer

As the Chief RAD Officer, Tom Deloye oversees real estate development, design, regulatory due diligence, entitlements, and construction for HACEP’s portfolio of 6,500 affordable homes, 2,400 additional apartments, and portfolio of developable land.

Mr. Deloye has over 20 years of experience in asset & property management, project management, financial analysis, design and construction, executive management, and financial analyst and feasibility. He was able to improve net cash flow through increased occupancy, rents and reduced operating costs to help close a $17 Million sale in only 36 months. He oversaw a redevelopment effort of a three-story residential community to produce $45 Million in 30 months with a team of 21 members. Plus he was able to move on a $70 Million mixed-use development and anchor built-to-suit as well as co-manage a 51-acre mixed-use development.

Now with oversight of 33 team members, Mr. Deloye leads HACEP’s $1.3 Billion RAD program with primarily LIHTC affordable housing ground-up and renovation garden style and high-rise developments. He is in charge of managing a series of relationships such as development partners and syndicators to see through the conversion of 3,800 of 6,000 housing units through self- and co-developed RAD structured deals.
