Mayor Appoints Two New Commissioners and Reappoints One Commissioner to HACEP Board

A swearing-in ceremony was held for two newly appointed HACEP Commissioners and a third commissioner who was reappointed. Yesterday, Mayor Oscar Leeser appointed two new officials to serve on the Board of Commissioners and re-appointed a Board Commissioner for the Housing Authority of the City of El Paso (HACEP). Business executive Eileen Karlsruher, educator Anna Louise Valdez Perez, and Public Housing resident Guadalupe “Lupita” Licerio took the oath of office Wednesday morning.

“I am excited to add these diverse individuals to our Board of Commissioners,” said Gerald Cichon, CEO of HACEP. “They will play a crucial role by providing invaluable skills and new perspectives as we move forward with the RAD program to improve the quality of public housing for residents.”

Ms. Karlsruher and Ms. Perez begin their first term as HACEP Commissioners. This is Ms. Licerio’s third term as Resident Commissioner. As part of a five-member Board of Commissioners, all of whom are appointed by the Mayor, their responsibilities are to hire, supervise, and evaluate the CEO; develop, direct, and oversee policy direction; and ensure fiscal controls and accountability. HACEP is the 14th largest public housing authority in the United States and the largest in Texas. It is participating in a new program offered by the Department of Housing and Urban Development (HUD) called the Rental Assistance Demonstration (RAD) to rehabilitate and re-construct HACEP housing units that are necessary to support El Paso’s low-income population with safe, decent, and affordable housing.

Ms. Karlsruher is co-owner and Executive Vice President of Karlsruher, Inc. dba CSA Constructors as well as co-owner and President of CSA Design Group Inc. She has several years of administrative and financial experience in the insurance, construction and engineering fields. In the community, Ms. Karlsruher serves as Chairperson of Greater El Paso YMCA, member of the Executive Forum, and past Director of City of El Paso Parks & Recreation and El Paso Tree Board, and is a past member of the of City of El Paso Civil Service Commission.

“I am honored to have the opportunity to serve HACEP in this new capacity,” said Ms. Karlsruher. “The growth of HACEP is a significant component in our city’s future.”

Ms. Perez is a Consultant for Anna’s Innovative Enterprise Educational Consulting.  She has more than 45 years of experience in the education field. Prior to being a consultant, she served in various Superintendent and leadership roles for Ysleta Independent School District, Fort Worth Independent School District, and Carlsbad Municipal Schools in New Mexico.  Ms. Perez has co-authored three books and numerous articles in the educational field. In the community, she is a volunteer for Ysleta Education Foundation and Ysleta del Sur Pueblo Higher Education Committee and Language Committee. Ms. Perez received her Doctorate of Education from the University of New Mexico in Albuquerque.

“I am looking forward to working collaboratively with the Board of Commissioners to serve the needs and interests of HACEP’s residents and our City,” said Ms. Perez.

Ms. Karlsruher and Ms. Perez succeed former Commissioners Mr. Joe Fernandez and Mr. Kevin Quinn. The former commissioners previously served for seven and eight years respectively. The three continuing Commissioners include Mr. Burt Blacksher – Executive Vice President and Chief Credit Officer for WestStar Bank, Mr. Francisco Ortega – shareholder and attorney at ScottHulse, P.C. practicing in the commercial litigation, appellate, and labor and employment departments, and Guadalupe “Lupita” Licerio – a public housing resident of the Martin Luther King Community.
