Utility Allowances

In addition to providing rent subsidies to qualified low-income families, HACEP also provides utility allowances to public housing residents and housing choice voucher participants to offset a portion of the cost for water, gas, electricity. The cost of utilities (except telephone, cable/satellite TV and internet) in assisted units are either furnished by HACEP or purchased (paid) by the resident/participant.

At some properties, allowances for utilities provided by HACEP represent the maximum consumption units (for example, kilowatt hours of electricity) that may be used by a family occupying a dwelling unit.  If a family exceeds the amount of allowed consumption units, the resident is responsible for the overage, which must be paid to HACEP. At other properties, allowances for resident-purchased utilities represent fixed-dollar amounts that are deducted from the total Tenant Rent charged to a resident.  The resident pays the actual utility charges directly to the utility suppliers.
