Farm Labor Housing

The Housing Authority of the City of El Paso, Texas, in partnership with The United States Department of Agricultural (USDA) Rural Development, is proud to provide affordable housing to farm labor families. In an effort to provide farm labor families with decent, safe and affordable housing, HACEP built a 50-unit apartment community to house eligible farm labor families in 2003. In addition to providing affordable housing, HACEP has also provides public services to the farm labor community by working with local agencies like Region 19 and El Paso Community College to provide educational and self-sufficiency services to the "Tio" Cooper farm labor community.
HACEP is accepting applications from any person (and the family of such person) who receive a substantial portion of his or her income from domestic farm labor. Applications are available at the Herb “Tio” Cooper Apartment leasing office for two-, three- and four-bedroom apartments.
