Commissioners

The Housing Authority of the City of El Paso is a local public corporation organized under the State Housing Authorities Law. HACEP is managed by a five-person Board of Commissioners who are each appointed by the Mayor of the City of El Paso to three-year terms, and they serve on the Board without pay. This Board functions in a similar way as the Board of Directors of any corporation.
The Commissioners exploit their own professional expertise and experience to give the Housing Authority direction. Their strong sense of community responsibility is commendable.
Joe Fernandez - Chairperson
Commissioner Joe Fernandez is a prominent local bank manager with more than 35 years' experience in banking, mostly in management of highly qualified individuals, and in negotiations with small business and Fortune 500 corporations.
Commissioner Fernandez has served the community in different roles including: President of 5 Points Development Association, Junior Achievement Board Member, Volunteer Police Association Board Member, United Way Board Member, EPISD Fund Board Treasurer, Kiwanis President, El Paso City Cable Commission Finance Chairperson, and City of El Paso Mayors Ad Hoc Committee for New Revenues 1986.
Sue Pratt - Vice Chairperson
Commissioner Sue Pratt is a local business woman and Assistant Professor in Government & Political Science at EPCC. Commissioner Pratt has been actively involved in the El Paso Community since high school. She was a member of “Dope Stop,” a mentorship collaborative between Fort Bliss and the EPISD. Among other organizations, she participated with Leadership El Paso Class 9, El Paso Shelter for Battered Women, numerous teen pregnancy projects, City of El Paso Youth Advisory Committee, EPPD Community Advisory Committee, Levi Strauss and Company Community involvement Team Advisor, founder and chairperson of Youth Enrichment Seminar (YES), in collaboration with UTEP et al.; and YWCA Black Women’s Advisory Committee.
Commissioner Pratt has received numerous special honors and awards throughout her professional, academic, and community services career, including the Post-Secondary Education Award for Salute to Black Women from Delta Sigma Theta; the WSMR Commanding General’s Award for Black History Month; special acknowledgement by Dr. Diana Natalicio during graduate school graduation ceremonies at UTEP; and election to EPCC Faculty Senate, in which she currently serves.
Lynn Coyle - Commissioner
Commissioner Lynn Coyle is an El Paso Lawyer who has been honored as an El Paso Federal Bar Association Nominee for the Sarah T. Huges Civil Rights Award and received the Oak of Justice award from the Catholic Diocese of El Paso, and the Border Hero award from Las Americas Immigrant Advocacy Center. Commissioner Coyle has served on the boards of the Border Network for Human Rights, Sin Fronteras, and Las Americas Immigrant Advocacy Center. She has also served as the Interim Director of the Lawyers’ Committee for Civil Rights, a state-wide Ford Foundation funded non-profit.
Kevin Quinn - Commissioner
Commissioner Kevin Quinn is a Sergeant in the El Paso County Sheriff’s Office where he has more than 20 years of dedicated public service. He is a graduate of the
University
of
Texas
at
El Paso
and a former scholastic-athlete for the Miner’s football team.
Commissioner Quinn is very active in the Combined Law Enforcement Association of Texas (CLEAT), which has honored him with a number of distinguished awards including 2003 Officer of the Year, 2006 President’s Award, 2006 Douglas Ward Memorial Award, and the 2007 Legislative Award. He also serves as a board member with the El Paso County Sheriff’s Officers Association, Vice Chair of the Mexican-American Democrats, and as a Precinct Chair of the El Paso County Democratic Party.
Raul Chavez -
Resident Commissioner
Commissioner Raul Chavez is a life-long El Pasoan, a veteran of the Korean War, and a retired mechanical engineer. Commissioner Chavez is very active in local chapters of the Veterans of Foreign Wars and currently serves as Quarter Master at the Ysleta VFW Post #6388. He is President of the Webber Community's Resident Council and is actively organizing co-ed youth soccer teams among the children in his community. He also organizes a monthly clean up day to assist disabled and elderly residents of the Webber Community.
