As a public housing authority that receives federal funds by the U.S. Department of Housing and Urban Development, HACEP is required to comply with all relevant provisions in the Code of Federal Regulations that determine the manner in which we spend our federal funds on contracts to operate our housing operations and maintain our public housing assets. Different guidelines apply to contracts and purchases depending on their value, but in most instances we solicit three quotes from three different vendors to ensure we purchase high quality material and services at a competitive price. HACEP seeks to promote open and fair competition in contracting and provide quantifiable safeguards by maintaining a centralized procurement system of quality and integrity and to assure that HACEP purchasing actions are in full compliance with applicable Federal standards, HUD regulations, and State and local laws.
