HACEP is the largest provider of affordable housing in El Paso and one of the largest landowners. Some of our properties date back to the early 1940s and 50s, which means we are constantly maintaining, improving, and building new housing communities to serve El Paso’s low-income population with the safest, most energy efficient, and highest quality units in the United States.
The Development Department’s main function is to support HACEP’s mission by maintaining and enhancing the quality of public and affordable housing in the City of El Paso. Over the last five (5) years, HACEP has served as sole or co-developer on mixed finance developments worth over $80 million that resulted in the reconstruction of 163 public housing units, 297 affordable housing units, and 45 market rate units.
HACEP received approval from the U.S. Department of Housing and Urban Development (HUD) to participate in the Rental Assistance Demonstration (RAD) Program to preserve public, and other HUD-assisted housing. This initiative will provide HACEP with access to additional funding sources to make needed physical improvements to these properties. HACEP anticipates the RAD conversion process will take six (6) years in order to renovate, or reconstruct its entire public housing portfolio of 6,100 units.
