10.       DISCUSSION AND ACTION REGARDING RESOLUTION AUTHORIZING THE CHIEF EXECUTIVE OFFICER TO EXECUTE AN AGREEMENT WITH THE HOUSTON GALVESTON AREA COUNCIL (HGAC) FOR PARTICIPATION IN THE HGCABUY PURCHASING COOPERATIVE.    

11.       DISCUSSION AND ACTION REGARDING RESOLUTION AUTHORIZING THE    CHIEF EXECUTIVE OFFICER TO DEVELOP AND IMPLEMENT A CHILD CARE ASSISTANCE POLICY.

12.       DISCUSSION AND ACTION REGARDING RESOLUTION APPROVING             AMENDMENTS TO THE PERSONNEL POLICY HANDBOOK. 

13.       DISCUSSION AND ACTION REGARDING RESOLUTION IN SUPPORT OF AN      INVENTORY REMOVAL APPLICATION FOR THE DEMOLITION/DISPOSITION  OF 16-UNITS OF PUBLIC HOUSING LOCATED AT THE HENRY CISNEROS  APARTMENTS, 5200 LOU BROCK, EL PASO, TEXAS. 

14.       DISCUSSION AND ACTION REGARDING RESOLUTION IN SUPPORT OF AN      INVENTORY REMOVAL APPLICATION FOR THE DEMOLITION/DISPOSITION  OF 36-UNITS OF PUBLIC HOUSING LOCATED AT THE GONZALEZ APARTMENTS, SOCORRO AND LONGUEMARE, EL PASO, TEXAS. 

15.       DISCUSSION AND ACTION REGARDING RESOLUTION IN SUPPORT OF AN      INVENTORY REMOVAL APPLICATION FOR THE DEMOLITION/DISPOSITION  OF 146-UNITS OF PUBLIC HOUSING LOCATED AT THE ROOSEVELT APARTMENTS, 4647 MAXWELL, EL PASO, TEXAS. 

16.       DISCUSSION AND ACTION REGARDING RESOLUTION FOR WRITING OFF BAD DEBT ACCOUNTS FROM TENANTS ACCOUNTS RECEIVABLE FOR VACATED TENANTS FOR QUARTER ENDING JUNE 30, 2015. 

17.       DISCUSSION AND ACTION REGARDING RESOLUTION AUTHORIZING THE    HOUSING AUTHORITY OF THE CITY OF EL PASO, TEXAS TO EXPAND             PREDEVELOPMENT COST FOR NEW RAD DEVELOPMENTS. 

18.       DISCUSSION AND ACTION REGARDING RESOLUTION TO RECONSIDER THE    DATE AND TIME SET FOR THE DECEMBER 2015 REGULAR BOARD OF             COMMISSIONERS MEETING. 

NOTICE TO THE PUBLIC

ALL MATTERS LISTED UNDER THE CONSENT AGENDA WILL BE CONSIDERED BY BOARD OF COMMISSIONERS (BOC) TO BE ROUTINE AND WILL BE ENACTED BY ONE MOTION UNLESS SEPARATE DISCUSSION IS REQUESTED BY BOARD OF COMMISSIONER MEMBERS.  WHEN THE VOTE HAS BEEN TAKEN, IF AN ITEM HAS NOTBEEN CALLED OUT FOR SEPARATE DISCUSSION, THE ITEM HAS BEEN APPROVED.  BOC MAY, HOWEVER, RECONSIDER ANY ITEM AT ANY TIME DURING THE MEETING.  THE WORDING OF ALL AGENDA ITEMS SHALL APPEAR IN THE MINUTES OF THE MEETING OF THE BOC AS POSTED, UNLESS OTHERWISE REVISED BY THIS OR OTHER MOTION OF THE BOC, WITHOUT THE NECESSITY OF THE STAFF READING THE WORDING BY EACH ITEM INTO RECORD.

19.       PURCHASING AND CONSTRUCTION CONTRACT AND PURCHASE ORDER           AWARDS:

A.        REQUEST THAT THE CONTRACTING OFFICER BE AUTHORIZED TO SIGN RECOMMENDATION FOR CONTRACT AWARD FOR PROFESSIONAL SERVICES FOR DEVELOPMENT OF DRAWINGS AND SPECIFICATIONS FOR RECONSTRUCTION AND NEW DEVELOPMENT OF MULTIPLE HOUSING COMMUNITIES CONTRACT # RAD 16-Q-0002.  CONTRACT AMOUNT FOR THE BASE PROJECTS IS APPROXIMATELY   $2,258,750 AND OPTIONAL PROJECTS FOR BOARD APPROVAL CONTINGENT ON FUTURE APPROVAL FROM TDHCA, IN THE AMOUNT OF APPROXIMATELY $6,433,050.  CONTRACT TERM IS ONE YEAR WITH FOUR ONE (1) YEAR OPTIONS.  THIS CONTRACT WAS PROCURED THROUGH THE REQUEST FOR QUALIFICATIONS (RFQ) PROCESS.  THE RECOMMENDATION IS AS FOLLOWS:
