HCV Admin Plan
The Administrative Plan (Admin Plan) for the Housing Choice Voucher (HCV) Program contains the policies established by HACEP for the HCV Program, which are approved by the HACEP Board of Commissioners. HACEP provides a 30-day comment period to the public before policies are taken to the Board for adoption.
The Housing Authority of the City of El Paso (HACEP) receives its funding for the HCV program from the U.S. Department of Housing and Urban Development (HUD). HACEP is not a federal department or agency; it is a public housing agency (PHA) created and authorized by state law to develop and operate housing and housing programs for low-income families. The PHA enters into an Annual Contributions Contract with HUD to administer the program requirements on behalf of HUD. In this respect, HACEP must ensure compliance with federal laws, regulations, and notices, and must establish policies and procedures to clarify federal requirements and ensure consistency in program operation.
