Tom Deloye - Chief RAD Officer
As Chief Real Estate Officer for the Housing Authority of the City of El Paso, Mr. Seges oversees real estate development, design, regulatory due diligence, entitlements, and construction for HACEP’s portfolio of 6,500 affordable homes, 2,400 additional apartments, and portfolio of developable land.
Mr. Seges has 30 years of experience in real estate development, corporate real estate, design, construction, and asset management. His experience includes completed projects in 28 states and 24 countries, ranging from corporate facilities to large-scale urban infill mixed use projects.
Mr Seges graduated with a Bachelors of Science in Architectural Studies from the University of Illinois, a Masters in Architecture from the University of Michigan Taubman School of Architecture, and an MBA from the University of Michigan Ross School of Business. He has volunteered for numerous organizations, including The Women’s Center of Rhode Island (Board President), The Providence Preservation Society (Trustee, Treasurer) and serves on the Board of the El Paso Opera.
